For some, June means breaking out the sunscreen and making vacation plans. At EESI, it is also a good time—as the halfway point of the year—to share our new analysis of bipartisanship on climate and energy topics in the 119th Congress. We also take a look at emerging solutions for emissions from ammonia production, and at electrifying the transportation, buildings, industrial, and agricultural sectors.
EESI’s 29th annual Congressional Renewable Energy and Energy Efficiency EXPO is quickly approaching! On June 24 from 10:00 a.m. to 5:00 p.m., we’ll convene clean energy leaders, experts, and bipartisan members of Congress in 2168 Rayburn House Office Building (Gold Room), the Rayburn Foyer, and online, with a reception to follow. Article | Common Ground: Where Environment and Energy Policies Find Consensus on Capitol Hill [7 min. read] Conventional wisdom holds that environmental, energy, and climate issues are polarizing topics on Capitol Hill. But that is not always the case. In fact, policymakers are reaching across the aisle to find common ground and advance climate solutions, with bipartisan bill introductions happening weekly. Critical Appropriations Bill Advances: The House Committee on Appropriations advanced the Energy and Water Development and Related Agencies Appropriations Act of 2027 (H.R.9022). The bill aims to fund critical mineral mining technologies, research on baseload energy sources, grid cybersecurity efforts, and port and waterway improvements for fiscal year 2027, among other purposes.
House Goes Full Steam Ahead on Geothermal: The House Committee on Natural Resources advanced a suite of geothermal energy bills—many of them bipartisan—that aim to streamline permitting processes for geothermal energy: the Geo Act (H.R.301), the Geothermal Cost-Recovery Authority Act of 2025 (H.R.398), the Streamlining Thermal Energy through Advanced Mechanisms (STEAM) Act (H.R.1077), the Committing Leases for Energy Access Now (CLEAN) Act (H.R.1687), the Geothermal Gold Book Development Act (H.R.5617), Geothermal Ombudsman for National Deployment and Optimal Reviews Act (H.R.5631), and the Geothermal Royalty Reform Act (H.R.5638).
National Transportation Bill Pedals Forward: Rep. Sam Graves (R-Mo.) introduced the Building Unrivaled Infrastructure and Long-term Development for America’s 250th (BUILD America 250) Act (H.R.8870) on May 19, alongside Reps. Rick Larsen (D-Wash.), David Rouzer (R-N.C.), and Daniel Webster (R-Fla.), and Del. Eleanor Holmes Norton (D-D.C.). The bill, which the House Committee on Transportation and Infrastructure debated in a markup on May 21 and approved 62 - 2 the next day, reinvests in U.S. roadways, public transportation, freight rail, and bridges. Bipartisan Bill Promises Faster Flood Recovery: Reps. Andrew Garbarino (R-N.Y.) and Gregory Meeks (D-N.Y.) introduced the Community Flood Resilience Act (H.R.9056) to expedite recovery from extreme flooding events. Specifically, the bill would allow state and community beneficiaries of Flood Mitigation Assistance grants to use a portion of that funding to purchase private flood insurance, which delivers more immediate payouts. Join EESI for our 29th annual Congressional Renewable Energy and Energy Efficiency EXPO and Policy Forum (EXPO 2026), held in partnership with the House and Senate Renewable Energy and Energy Efficiency Caucuses. From 10:00 a.m. to 5:00 p.m., top-level speakers will showcase technologies and solutions that save households money, improve the economy, build resilience, protect our security interests, and reduce carbon emissions.
