Highlights:

The House passed the Wastewater Infrastructure Pollution Prevention and Environmental Safety (WIPPES) Act (H.R.2269). Reps. Lisa McClain (R-Mich.) and Kevin Mullin (D-Calif.) reintroduced the bill to improve labeling for non-flushable products, preventing expensive damage to sewage systems and reducing trash flow into rivers and the ocean. The bill’s Senate companion (S.1092), reintroduced by Sens. Jeff Merkley (D-Ore.) and Susan Collins (R-Maine), passed the Committee on Commerce, Science, and Transportation in May.

The Senate passed the Promoting Resilient Supply Chains Act of 2025 (S.257). Sens. Maria Cantwell (D-Wash.), Marsha Blackburn (R-Tenn.), and Lisa Blunt Rochester (D-Del.) reintroduced the bill to strengthen domestic supply chains through improved mapping and monitoring—including for the critical minerals required for clean energy technologies. The House passed their companion bill (H.R.2444), led by Reps. John James (R-Mich.), Debbie Dingell (D-Mich.), Erin Houchin (R-Ind.), and Robin Kelly (D-Ill.), at the end of April. 

The House Appropriations Committee passed the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act of 2026 (H.R.4121), led by Rep. Andy Harris (R-Md.). The fifth of twelve appropriations bills to advance from the House Appropriations Committee, it details House funding levels for conservation programs, rural development, and agriculture. Reps. Jeff Crank (R-Colo.), Luz Rivas (D-Calif.), Nick Begich (R-Alaska), and Jeff Hurd (R-Colo.) introduced the Fire Weather Development Act (H.R.4075) to improve fire forecasting and coordination under the National Oceanic and Atmospheric Administration and to accelerate fire response. Reps. Joe Neguse (D-Colo.), Tim Burchett (R-Tenn.), and Bill Foster (D-Ill.) reintroduced the Recycling and Composting Accountability Act (H.R.4109) to improve recycling data collection at the federal level and identify challenges to building out composting infrastructure.
