DOE’s Loan Guarantee Program Office
to Offer Up to $2 Billion in Loan Guarantees
On
August 14, the Department of Energy’s Loan Guarantee
Program Office released a Solicitation Announcement for
projects which promote the President’s Advanced Energy
Initiative (AEI) and are eligible to receive loan guarantees
under Title XVII of the Energy Policy Act of 2005.
AEI focuses primarily on: 1) changing the way
vehicles are fueled (efficiency, alternative fuels, use of
hybrids and hydrogen) and 2) changing the way homes and
businesses are powered (expanding clean coal, nuclear, and
renewable resources). To
be eligible for this solicitation projects must employ new
or significantly improved technologies.
Up to $2 billion in loan
guarantees will be issued to encourage early commercial
projects that will employ new or significantly improved
technologies and promote the AEI.
DOE anticipates that the borrower for any approved
project will be required to pay the cost of the loan
guarantee subsidy. To
be considered by DOE, projects must fit within the following
10 categories: biomass; hydrogen; solar; wind &
hydropower; fossil energy coal; carbon sequestration
practices & technologies; efficient electricity
transmission and delivery & energy reliability;
alternative fuel vehicles; industrial energy efficiency
projects; and pollution control equipment.
Pre-applications
are due by November 6, 2006.
