Integrated Biorefinery Solicitation Amendment

The Department of Energy has amended its announcement for funding issued under the authorization of the Energy Policy Act of 2005 (EPAct P.L. 109-58) Section 932; the Bioenergy Program.  The amendment to Appendix C clarifies the purpose and intent of the project and provides clarification regarding the use of the waste streams and emissions tool at http://www.energetics.com/ies_tool.

General Solicitation Information
Approximately $53,000,000 is expected to be available in FY07 to fund projects that design, construct, build and operate a lignocellulosic feedstock biorefinery.  The biorefinery should produce any combination of liquid transportation fuels, biobased chemicals, substitutes for petroleum-based feedstocks and products, and energy in the form of electricity or useful heat.  Selected projects should be replicable for other refineries.  Application due date is August 10, 2006, 11:59pm Eastern Time.

Comment Period for Biobased Items for Federal Procurement Interim Final Rule

The USDA, Office of Energy Policy and New Uses has issued an interim final rule which is open for comment. The interim final rule is effective immediately and makes amendments to 7 CFR part 2902 that aim to:

·        Make consistent 7 CFR part 2902 with statutory changes to section 9002 of the 2002 Farm Bill

·        Clarify that biobased products from certain designated countries must be treated by procuring agencies as eligible for the procurement preference under the 2002 Farm Bill, and

·        Clarify the USDA’s intent to exclude from the preferred procurement program biobased products that are merely incidental to Federal funding.

Comments are due on until August 28, 2006.

Funding Opportunity for Research on Economic Value of Cooperatives

The Rural Business-Cooperative Service has announced its initial notice of request for proposals for projects researching the national economic impact of all types of cooperatives.  Approximately $495,000 is available during FY06.  Only proposals from institutions of higher education will be accepted.  The purpose of this funding is to encourage research on the critical issue of the economic value of cooperatives. Applications for this funding opportunity are due on August 30, 2006.

Funding Opportunity for Research and Technical Assistance Projects

The Economic Development Administration (EDA) has issued a notice and request for applications for FY06 National Technical Assistance Program funding.  The EDA is funding research and technical assistance projects to promote competitiveness and innovation in urban and rural regions throughout the U.S. and its territories.  Approximately $500,000 is available for proposed projects.  All applications are due by August 30, 2006 at 5pm EDT.
