The US transportation sector is a major source of carbon dioxide and is the primary "driver" of America's addiction to oil. Yet cap-and-trade systems to control CO2 emissions have traditionally covered only fixed smokestack sources and not mobile transportation sources. This briefing will cover policy strategies and explore both "upstream" (refinery) and "downstream" (tailpipe) options.
