America responded to the 1973 oil embargo and energy crisis with a bold plan, forming the U.S. Department of Energy and the National Renewable Energy Laboratory to lead the research, development, and demonstration of technology options that would give our country a more secure, economic, and environmentally beneficial energy supply.  Today, some 30 years later, we have the initial crop of technology options in renewable energy – from wind, solar, geothermal, hydro, and biomass energy sources.

The time has come to take inventory, declare Phase I complete, and define a new 30-year goal for the successful deployment of these technologies into the American economy.  Incremental change will Phase II is all about generating a return on investment for the American taxpayer.
