America responded to the 1973 oil embargo
and energy crisis with a bold plan, forming the U.S. Department of
Energy and the National Renewable Energy Laboratory to lead the
research, development, and demonstration of technology options that
would give our country a more secure, economic, and environmentally
beneficial energy supply. Today, some 30 years later, we have
the initial crop of technology options in renewable energy from
wind, solar, geothermal, hydro, and biomass energy sources.
The time has come to take inventory,
declare Phase I complete, and define a new 30-year goal for the
successful deployment of these technologies into the American economy.
Incremental change will Phase II is all about generating a return on
investment for the American taxpayer.
