Renewable Energy and Energy Efficiency:
A Legislative Update

 Friday, May 9, 2003
10:30 a.m. – Noon, 138 Dirksen Senate Office Building

The Sustainable Energy Coalition (SEC) and the Environmental and Energy Study Institute (EESI) sponsored a Congressional briefing in which senior Congressional staffers will discuss key renewable energy and energy efficiency provisions before the Congress.  The House recently passed an ominbus energy bill (H.R. 6) that includes a variety of renewable energy and energy efficiency measures and the Senate has just begun floor debate on its comprehensive energy bill (S. 14).  As the Senate bill moves forward, it is anticipated that many renewable energy and energy efficiency amendments will be offered.

Briefing Panel:

Ø      Deborah Estes, Senate Energy and Natural Resources Committee
Ø
Mary Katherine Ishee, Senate Environment and Public Works Committee
Ø
Sean Cunningham, House Energy and Commerce Committee
Ø
Jeffrey Duncan, Office of Representative Ed Markey (D-MA)
Ø
Alexandra Teitz, House Government Reform Committee

Supplementary information on the clean energy tax provisions was provided by SEC members Karl Gawell and Bill Prindle.

Briefing Materials:

Energy Efficiency Tax Credit Amendment
Comparison of Energy-Efficiency Tax Incentive Sections in House and Senate Energy Bills
Sustainable Energy Coalition Renewable Energy Legislative Priorities

Renewable energy production tax credits, a renewable electricity standard, net metering and interconnection provisions, and a renewable fuels standard are a few of the important renewable energy legislative priorities under consideration.  Similarly, tax incentives, appliance standards, vehicle fuel economy, and oil-savings measures join an equally important suite of vital energy efficiency policies.  This briefing discussed some of the crucial differences between the House and Senate energy bills with respect to these topics, and some of the efforts underway to strengthen the role of clean energy in this very important national energy policy debate.
